Creating an initial workflow item seems not to propagate to workflow users with the "workflow user" permission.

It seems that if tags are added or the priority is updated, it does actually propagate then. But for some reason, not initially.

Of course, that's going to make it even more difficult to track down. It seems to be specifically related to workflow item creation.

Also of note, a workflow item created NOT based on an existing item does propagate, but it seems to propagate as a "normal item" initially, not as a workflow item (which bypasses certain things).

So, basically, somewhere in the item saving routine, the proper item type seems not to be applied initially. But if that were entirely the case, even new items that have an attached regular item would be passed on as a "regular item" (which is the expected behavior if the recipient doesn't have the WORKFLOW addon installed).

So, maybe the problem is not at the SENDER's end, but at the RECIPIENT end when an item comes in and is filtered by the recipient.

(Just noting down places to look while I'm thinking about them so they can be investigated later.)

Need to retest and verify this is a problem. Document test procedures as go. Make sure time is given for propagation before assuming an item didn't get propagated.

Since it DOES propagate on update (changed priority/tags/etc) - this is a non-urgent item.
